Manchester City Council wanted to investigate how they could develop servicing strategies for their major Building Schools for the Future (BSF) Programme. The aspirations were to fully comply with the Council's own planning policy (G2D2) which required 25% reduction in CO2 emissions over and above Part L Building Regulations requirements, plus 20% on renewable energy sources.
BCM undertook the analysis (based on BCM experience from live projects) to identify realistic commercial options.
